Stem with heel. Mark on base of heel could be II in a circular banded cartouche. If so, possibly made by James Jenkins of Bristol, England working 1707 until at least 1739, but don't recall Jenkins marking heels. Could be Dutch II mark 1655-1690 (Duco 2003:160).
